Description: Digital Transformation has the potential to provide solutions to social and economic challenges faced by Nigerians and countries in the rest of Africa. Many digital transformation-based international development programs are initiated and deployed with the assumption that similar plans and approaches can be commissioned in a "plug-and-play" fashion across Nigerian states and across African countries. This study argues for the need to investigate the influence of national and sub-national cultures on the motivation of citizens to develop and use digital competencies. The outcome of the study should provide meaningful insights to international development organisations and program deployment partners on the best ways to effect these programs and the attendant change management initiatives.
